The Outworlds Wastes is how the 45 worlds in Deep Periphery, once part of the Outworlds Alliance (OA), is known. During the golden years of the Star League, settlers from the Draconis Combine and the Federated Suns peacefully colonized these worlds. When the Reunification War erupted, due to their strong ties to the Inner Sphere they took the side of the Inner Sphere and broke relations with the central OA government to became independent and grouping in multiple small states.
The Succession Wars further isolated them and initiate a long period of misery and conflict between the Draconis worlds and Federated Sun ones. Also, the inability to maintain the Star League era terraforming equipment used to control the environment in several planets resulted in a massive exodus from many worlds. Easy prey for pirates, mercenaries banned from the OA or fugitive from the Inner Sphere were hired in exchange for valuable natural resources and Star League lost technology.
After decades of piracy and internal conflicts only the worlds with a favorable natural environments and some kind of economical advantage survived. Some like Wynn's Roost with Terran-like biome and a few millions population survived but devolved to a 20th century technology while others worlds resembling Earth from the 17th or 18th century. The Comstar has no presence or functional HPGs in the Outworlds Wastes.

Most of the population in dozens of planets died or flee to the Periphery or the Inner Sphere. Piracy decline along the Succession Wars as the worlds offered very little, except as a safe heaven from the OA, the Succession Houses or even other enemy pirates from Port Krin. The AMC has limited resources to keep surveillance on the Wastes but have launched a few preemptive actions against pirate bases.
The region still attracts independent traders and treasury hunters as the locals can offer good bargains in exchange for menial items that still can be found in the Inner Sphere and vital for the survival of these communities. Some planets are rich in valuable minerals like germanium and private ventures are being organized in the OA to explore them.
